Universities across India have declared/are declaring LLB final semester results and it is the time for enrollment. Most of the new law graduates think enrollment process as a tedious task to complete. But actually, it is not. If you read and understand the Instructions given by the Bar Council of Tamilnadu and Puducherry, it is a very simple process.

What will you need to enroll?

  1. Application form:

You should download and print application form in Full Scape (Legal Size) GREEN SHEET only. You should download the form from the website of Bar Council of Tamilnadu & Puducherry.  The application form will not be issued by the Bar Council at Chennai. You should download it and fill-up. You have to fill this registration form in Bar Council of Tamilnadu & Puducherry website to download the enrollment application form. While filling this registration form, you should give exact details (Full Name as mentioned in the BL/LLB Provisional Certificate, Father’s Name, Date of Birth as mentioned in the SSLC mark sheet, Phone Number, E-mail address, Address (Address Proof should be furnished as mentioned in the Aadhaar Card / Voter ID / Passport / Ration Card), and Date of Submission of Application). You have to select the date of submission of enrollment application and should submit before the Bar Council on the selected date only(Excluding Saturdays and Sundays). If is there any incorrect information in the registration form, then the enrollment application will not be entertained by the Bar Council of Tamilnadu & Puducherry. So please carefully fill the registration form and download the enrollment application form. 

2. News Paper Advertisement: 

You have to give a News Paper Advertisement about your intention to practice law and to seek if is there any objections. The advertisement should be published in any one of the following newspapers:  The Hindu/ The New Indian Express/ News Today /The Tamilnadu Government Gazette / Dinamani / Daily Thanthi / Dina Malar / Malai Malar / Dinakaran / Makkal Kural / Malai Chudar / Thina boomi / Malai murasu.

The advertisement should say the following:

After ten days of the publication of this notice and within THREE Months thereafter.
I……………………………………………S/o. D/o………………………………………………..
Aged……………………………………Permanently residing at (Give full address)………..
……………………………………………………………………intend having my enrolment as an advocate moved before the Bar Council of Tamil Nadu, Bar Council Buildings High Court Campus, Chennai-104.
Those who have any valid Objections may notify the same to the Bar Council within 10 days.

Once it is published, keep the Full Page of the Newspaper and 1 photocopy of the same.

3. Photographs:

You should paste 1 passport size photograph in the application form and give 6 additional photographs in an envelope. You must follow the prescribed dress code while taking these photographs.

Dress Code: Black Coat & Tie for males and plain white saree (dress) or White Salwar kameez with Black waistcoat ladies.

4. Demand Drafts: 

You should take 4 (Four) Demand Drafts as follows:

  1. For Rs. 9350/- (Rupees Nine Thousand, Three Hundred, and Fifty Only) in case of General Category, and Rs. 6950/- (Rupees Six Thousand, Nine Hundred, and Fifty Only)for SC/ST in favour of “SECRETARY, BAR COUNCIL OF TAMIL NADU”. Earlier the certificate verification fee was payable by the candidates studied in other state universities only. Since December 2016, the verification fee is payable for all candidates including those studied in Tamilnadu.

          The above amount shall be paid only by way of demand draft drawn on any of the scheduled Bank in favour of “SECRETARY, BAR COUNCIL OF TAMIL NADU”,  payable at Chennai. Candidates belonging to the Scheduled Caste and
Scheduled Tribes must file the Community Certificate to claim concession.
2. ENROLMENT FEE PAYABLE TO THE BAR COUNCIL OF INDIA: For Rs. 1200/- (Rupees One Thousand and Two Hundred Only) in case of general category and Rs. 600/- (Rupees Six Hundred Only) for SC/ST  in favor of “BAR COUNCIL OF INDIA”, payable at Chennai.
3. For Rs. 3000/- (Rupees Three Thousand Only) in favour of “ADVOCATES WELFARE FUND OF THE BAR COUNCIL OF TAMIL NADU”, payable at Chennai. The Advocates Welfare Fund Scheme is a mandatory one for all candidates. The Legal heir of the deceased advocate will receive Rs. 50,000/- in case of death of advocate under this scheme.
4. For Rs. 650/- (Rupees Six Hundred and Fifty Only) in favour of “GROUP INSURANCE SCHEME- BAR COUNCIL OF TAMILNADU”.

Important: Please take a Photostat copy of all 4 Demand Drafts in a single paper and submit along with the form.

5. LLB Provisional Certificate or Original Degree: 

You should attach Original LLB Provisional Certificate or Original degree along with 2 photostat copies.

6. SSLC Certificate:

You should keep 3 copies of the SSLC Certificate.

7. Birth Certificate: 

You should keep 2 copies of Birth Certificates.

8. Community Certificate:

You should keep 2 copies of Community Certificates.

9. H.Sc or +2 Certificate: 

You should keep 3 copies of your Higher Secondary Certificate.

10. Bachelor degree provisional certificate or original degree: 

3 Copies of Bachelor degree provisional certificate or original degree. It is for all 3 years LLB graduates.

11. Consolidated Mark Sheet of Bachelor Degree: 

3 Copies of Consolidated Mark Sheets of your Bachelor Degree.

12. All Marksheets of your LLB:

You should keep 3 copies of all mark sheets (all semesters) of your LLB.

13. Character Certificates: 

This is available on Page 5 (Form VI) of Enrollment Application form. It should be signed by two advocates with at least 10 (Ten) years of standing in the Bar Council. The advocates should be known to the candidate and from his/her native place/district.

14. Photo Attestation and Form VII:

The photo in the first page of enrollment application form has to be attested by an Advocate/Gazetted Officer. Form VII should be attested/signed by an advocate having 10 years of standing in the Bar Council. He/she should be able to come to Bar Council on the date of enrollment to move the enrollment of the candidate. The advocate should be known to the candidate and from his/her native place/district.

Recent Update: 15. For the candidates above the age of 40 years: 

The candidates above the age of 40 years must submit the following along with the enrollment application. 1) Pan card Xerox,  2) Income tax returns, and 3) Employment details if any.

16. Envelope: 

A self-addressed stamped envelope of (Rupees Fifty Only)Rs. 50/- for the purpose of sending his/her Certificate of Enrollment and original Certificates filed by you.

17. Proof of Address: 

The candidate has to produce any one of the following proofs to prove her/his place of residence:- Ration Card, Voter I.D., Driving License, Bank Passbook, Aadhar Card.

 

Visit Bar Council of Tamilnadu and Puducherry:

Once all the above documents are ready, you should approach the reception of Bar Council of Tamilnadu and Puducherry to collect the Acknowledgement Card, Verification Form, Group Insurance Application Form and a list showing the order in which the documents should be submitted. You should fill in the above forms and keep every document in order as mentioned in the list.

Taking a copy of the entire set of application and documents: 

Once it is done, you should add a copy of every document included along with a copy of Enrollment Application form. So there are two sets of documents. 1) Enrollment Application Form, Newspaper (Original), Demand Drafts, Provisional Certificate (Original) and other copies (SSLC, HSC, Community Certificate, Mark Statements etc).  2) A complete copy of the above. That is, the copy of Enrollment Application form, Copy of Newspaper, Copy of Demand Drafts in a single sheet of paper, Copy of Provisional Certificate and all other certificate copies.

Now you will have to add one more copy of your SSLC, HSc, Bachelor Degree and LLB Provisional. This will be sent for verification to the concerned University/Board.

 

Submitting the application and documents:

You should buy a large envelope and write your Name and Address (Self Addressed Envelope) and submit everything in the Bar Council counter. They will verify and assist you in every aspect. When we visited there for my friend’s enrollment, we found helping minded, courteous staff members in reception as well as in the office.

Once they verify everything, they will issue you a receipt. After two weeks (approx), police verification will happen and you should give a copy of everything to the Police during verification.

After Police Verification and Certificate verification, Bar Council of Tamilnadu and Puducherry will fix a date for your enrollment. Be there at the stipulated time and please do follow the prescribed dress code. Visitors and guests are not allowed during enrollment and please follow guidelines of the Secretary, Bar Council of Tamilnadu and Puducherry as given in his instructions (which is included along with enrollment application form download).
